Title VI Implementation Plan

The Town of Kennard's approved Title VI Implementation Plan describes its nondiscrimination policy, complaint process, language assistance, and public involvement commitments.

Nondiscrimination

The approved Town policy says no person will be excluded from participation in, denied benefits of, or subjected to discrimination under a Town program or activity on the basis of race, color, age, sex, sexual orientation, gender identity, disability, national origin, religion, income status, or limited English proficiency. The Town commits to nondiscrimination across its programs and activities, including those without federal funding.

How to file a complaint

A concern may first be sent through the online form, by email, or by mail. To officially begin the process under the plan, mail a written, signed original to the Title VI Coordinator. A complete complaint gives your full name and address, the full name and address of the person or program alleged to have discriminated, a description of the act, and the date it happened. The plan's main procedure uses a 180-day filing deadline from the alleged act. The coordinator reviews and investigates complaints and notifies the parties of the outcome.

Appeals: If you disagree with the written response, submit an appeal within 15 days of receiving it to Steve Worsham at the address below. This is separate from the 180-day deadline to file the initial complaint.

Language assistance and public access

The Town will take reasonable steps to provide meaningful access to its programs for people with limited English proficiency, including interpretation and translation of vital documents when needed. The plan uses a four-factor review of community needs, frequency of contact, importance of the service, and available resources. For public meetings, it says translators may be provided free of charge to people with limited English proficiency, and auxiliary aids are available on request; requests should be made 48 hours in advance.

The plan also describes voluntary, anonymous public involvement surveys, staff training, annual review, and monitoring of complaints and program data. Its PDF includes a printable complaint form on pages 20–21, a public involvement survey on pages 22–24, and an I-Speak card on page 25.
